I remember one day we went to Baragoi and you know how sensitive it was. The Members from there will tell you that under very difficult circumstances, they heard their colleagues and the issue has been sorted out. So, a report may not be seen and the fact that you do not see a report does not mean that there is no action. The fact of the matter is that each Member of Parliament who raised a Question with the Committee will tell you that they are quiet because they are satisfied with the actions so far taken.

I want to assure you, Hon. Speaker, that the Members who asked Questions are very happy with this Committee. We have gone beyond answering the Questions to dealing with the problems in their respective areas. We were to travel as a Committee with the relevant agencies to places like Kitui and Baragoi. That is why you do not see quite an amount of pressure from the very individuals who asked Questions. We have dealt with them. Ultimately, a report has to come to the House. I thank you for your indulgence that we formally communicate to the House next week.

I thank you, Hon. Speaker. I stand to support the Motion in terms of timing. There is an observation I made one time when we went to benchmark on other issues in Parliament of Philippines which I wanted to bring to the attention of the House to have the Motion improved. I found a procedure there where, if a Motion is being moved, there is a desk outside Parliament where a Member who really desires to speak to a Motion records himself, whether opposing or in support. I support because I do not know whether there is room for amendment. However, we must think of bringing in such procedure in future so that we do not consume time to debate a Motion that has the agreement of the House. Other than that, I support that limitation.

We thank President Daniel Toroitich arap Moi for his contribution to the education sector in this country. President Moi taught us the virtues of tolerance, perseverance and humility. We saw him become President and govern this country for over 24 years.

President Moi governed the country in the most inclusive manner. It was during the time of President Moi that in Luo Nyanza we had the highest number of ministers serving in the biggest portfolio in the Government. If anybody doubted the mentorship capacity of the President, let me confirm for record that this House is a House of President Moi. Whether you follow Raila Odinga, Kalonzo Musyoka, Uhuru Kenyatta or Mudavadi, you are in a party of somebody President Moi mentored. May he rest in peace.
