  • 3 Oct 2018 in National Assembly: The thinking, as to why we hold our elections in August, if we would dare or care to look at the Bomas materials, is that we wanted the election cycle to end within the year of election. We were contemplating a situation whereby, if we had elections in August and subsequently have disputes around elections, we looked at settling the nation by December. So, as we begin our societal life the following year, we would proceed smoothly. This will be jolted fundamentally because we just experienced this last year. view
  • 3 Oct 2018 in National Assembly: I want the Members to remember what happened with the several disputes we had including the fresh elections in October, which, if there were any challenges, would have gone to December. That was the wisdom of it. If we had elections in December, it would have meant that as a nation, we would have settled in the month of May of the following year after elections. That would have fundamentally disorganised that year. Some people have mentioned that there are cultural issues which would make it better for us to conduct elections in December. I was part of the team ... view
  • 3 Oct 2018 in National Assembly: Hon. Deputy Speaker, I know why you are intervening. As you know, the Luos had their initiation of knocking out the six lower teeth. I do not want to disclose those things, but in our Luo culture, we do not circumcise as a right of passage. We do it for good reasons as intellectuals and sharp people. So, do not worry about my culture because I am over that matter. If you look at the conveniences of the societies across the country, some will tell you that they have certain important cultural rites during certain periods. In the same case, ... view
  • 3 Oct 2018 in National Assembly: fact, for us who lost some months in the last Parliament, this will compensate. This should not be the only reason for supporting this Bill. This issue, to me is very simple. By moving the election date to December by dint of this constitutional amendment proposed on the Floor, is it not real that we are going to interfere with the term of office of the President? Remember the term of office of the President is tied to the term of office of Members of Parliament. In fact, they walk together. If we are going to alter the term of ... view
  • 20 Sep 2018 in National Assembly: Thank you, Hon. Speaker. There is a good reason why the people of Kenya under the new Constitution vested the power to budget in Parliament. When the Supplementary Estimates were tabled, my idea was that we had been thrown into something we needed to have because this is one function, as Parliament, we have taken very lightly in the past. view
  • 20 Sep 2018 in National Assembly: I will start by regretting that the Budget and Appropriations Committee has failed to do a good job with the opportunity that we have been given. We are still splashing too much money only to be wasted by Government. I would have expected that the entire money we give annually to the Ministry of Education, Science and Technology for school infrastructure goes to NG-CDF. I do not support NG-CDF because we are involved. We are not there. I do not care whether NG- CDF is zero or 10, but I care that this is the only Fund through which the ... view
  • 20 Sep 2018 in National Assembly: We waste a lot of money under irrigation programmes in the country like the Galana Kulalu with returns we cannot account for. Construction of dams in this country are billed at over Kshs38 billion. That is too much money. The amount of money we waste under the The electronic version of the Official Hansard Report is for information purposes only. • 20 Sep 2018 in National Assembly: presidency on renovation of State houses and State lodges across the country is a lot. This is a calling for us as Members of Parliament to take such chances more seriously in future. We are being served with quinine to cure malaria. I ask Members to look at these estimates in terms of the reinstatement of the Kshs1.5 billion of the Judiciary budget. Hon. Members, in the past, we saw the Chief Justice crying that development budget for the Judiciary had been reduced to zero. I confirm to Members that the development budget and the court developments… view
  • 20 Sep 2018 in National Assembly: Hon. Speaker, Hon. Wanga is too loud in her consultations. I am being disrupted by her. The courts that are being built across the country were not being established by the Judiciary. They were, in fact, the initiative of this Parliament through the Departmental Committee on Justice and Legal Affairs. The truth is that even as we speak, the matter which was before a court in Homa Bay concerning the unfortunate murder of Sharon Otieno has had to be moved to Nairobi because we have no court where the accused and the Judiciary can be secure as they do their ... view
  • 18 Sep 2018 in National Assembly: Thank you, Hon. Speaker for reconvening the House during recess. The matters which we will transact between today and Thursday are of grave national importance. Will I be right to seek your indulgence, as the Chair, to re-order the Order Paper, so that we can straight away deal with the matter of Value Added Tax (VAT)? view
