When we extend time for Parliament to do this simple thing, essentially, we are holding back the operations of EALA. As a House, we must take our country out of the dishonour and the manifestation of disorganisation that we will be giving to the Member States of EAC in this regard. I uphold the position and request that my colleagues agree to a situation in which the parties are not micromanaged. Let us have a number that is permissible within the law and let us act. Let me conclude by requesting the Jubilee side that we have so much to do as the 11th Parliament in the short time remaining before the next elections. The first time the President of the United States of America (USA) came to this country was when our own son, Barack Obama, was here a short while back. The speech and address he made at Kasarani Stadium still comes to mind when we think about Bills. Hon.   • 16 May 2017 in National Assembly: Arms of Government, the institutions we have, are actually constitutional offices. It would mean nothing – not even the labour and the thinking that the court through as an institution in our governance - if we sat as Members of Parliament and never did anything about this Bill. In supporting this Bill, and because of the situation where we find ourselves, I agree with this Motion. Let me wish all our colleagues who have spoken, including the great MP for Chuka/Igambang‟ombe, the Governor for the great people of Tharaka-Nithi. The regulations the Chairman of the Committee on Delegated Legislation has drawn the attention of the Members to are very important. We are not only dealing with the processes of elections, but also qualifications. I want to draw the attention of Members to ensure the regulations capture a matter that is very pertinent and live currently. The matter of degree qualifications for people seeking gubernatorial, President and Deputy President positions.
