  • 24 Aug 2016 in National Assembly: are the instances where in the exercise of judicial discretion to convict even judicial officers, as human beings, we commit errors of law. You have a situation where there is the possibility of a large number of people or individuals who have been convicted but truly did not commit an offence. As a practising lawyer, I have seen so many cases where if you as a good lawyer did not intervene, a person would have been convicted. That is the first fault. Secondly, being imprisoned without an option of a fine or being put on a custodial sentence is also ... view
  • 9 Aug 2016 in National Assembly: Hon. Speaker, I am shocked, but I had indicated before that this card has a problem. I want to favourably agree with the mediated version of this particular Bill. If you look at Clause 12--- view
  • 9 Aug 2016 in National Assembly: Hon. Speaker, if you look at what we have in Clause 12, this body called Kenya Private Sector Alliance (KEPSA) is not statutory. It has no obligation to the public that is anchored in law. We have this tendency in our country of leaving important matters on national governance to these amorphous bodies called umbrella bodies. We have the Kenya Private Sector Alliance (KEPSA) and Association of Professionals for East Africa. Such bodies which ultimately if they do not perform properly, we have a situation where nobody can fall back on them. So I agree with the Committee on the ... view
  • 3 Aug 2016 in National Assembly: Thank you, Hon. Speaker. I stand with your permission to raise a matter that is affecting the business of Members with regard to Private Members’ Motions and Bills. It is not specific in the Standing Orders. It is taking too long for Private Members’ Bills and Motions on matters of critical national policy to be transacted in Committees and to be remitted to the House for consideration. Hon. Speaker, I recently raised the matter concerning the Police Vetting Bill. You can imagine it took one-and-a-half years for communication to come from the Budget and Appropriations Committee and another relevant Committee, ... view
  • 26 Jul 2016 in National Assembly: Thank you, Hon. Speaker. I am grateful for giving me this opportunity to bring this matter to the attention of the House. • 26 Jul 2016 in National Assembly: THAT, on 20th May, 2016, Quinter Apondi Odhiambo, a Form Two student at St. Albert’s Ulanda Girls High School, was hit in the face by a bullet fired by a prison warder; THAT, at the time of the incident, Quinter was participating in secondary schools games at Migori Boys High School; THAT, it is said the prison warder was seeking to apprehend an inmate who had escaped from Migori GK Prison and ran into Migori Boys High School; THAT, Quinter was taken to Ombo Mission Hospital in Migori County and later referred to Moi Teaching and Referral Hospital in Eldoret, ... view
  • 6 Jul 2016 in National Assembly: Hon. Speaker, I did not want to intervene the contribution of my good friend. I believe Hon. Munuve is the best mind of electoral processes which we have in Parliament. However, it is unfair for my good friend to cast aspersions against me. He is a Member I wish would be back to the Departmental Committee on Justice and Legal Affairs when he behaves in good time. It is false for the Member to say I came to the House and denied the amendments. The HANSARD can confirm our position on that day for the Member. In fact, the Order ... view
  • 6 Jul 2016 in National Assembly: Even when I was collapsing in this House with the Children (Amendment) Bill, I did not change my position. This is because I do my things in principle. By the way, the Members of this House, particularly the lady Members now agree they killed a very good Bill which I brought in good faith. I have never changed. I require no less than an apology and withdrawal of that statement from the HANSARD. view
