  • 22 Oct 2013 in National Assembly: Thank you hon. Speaker, for the opportunity to address the issue. This is not unique to our Parliament. But any debate or Motion in any Parliament, anywhere in the world, will often take a partisan interest. People belong to parties whether in Presidential system or Parliamentary system. The hon. (Ms.) Rachael Shebesh raised the issue and I am happy it was followed quickly in sequence by hon. David Ochieng. I am balancing the two issues raised by the two hon. Members; there is a very critical balancing act to be undertaken. That is the danger I was struggling to raise ... view
  • 22 Oct 2013 in National Assembly: going into the substance and the very merits of discussions going on in a Committee of the House, he should be left to do so. Hon. Speaker, in my view, I would like to suggest that it is not just about Select Committees. Committees of this House are Parliament. • 10 Oct 2013 in National Assembly: Hon. Deputy Speaker, I have a similar problem in my constituency, in respect of which I would like to request the Chairperson of the Committee to treat it in the same way. That is Rodi Primary School in Homa Bay Town Constituency. It is a school at the centre of town with a student population of over 2,000. A half of the land of that school, on which the classrooms stand, has been grabbed by six individuals. Since it is a matter we have raised, we could take it up with the Committee when they bring the Statement. view
  • 9 Oct 2013 in National Assembly: Hon. Deputy Speaker, I beg to give notice of the following Motion:- THAT, aware that Article 241 of the Constitution of Kenya, 2010, establishes the Kenya Defence Forces and requires the composition of the command of the Defence Forces to reflect regional and ethnic diversity of the people of Kenya; further aware that Article 246(4) stipulates that the composition of the National Police Service shall reflect the regional and ethnic diversity of the people of Kenya; deeply concerned that the foregoing constitutional requirements cannot be attained unless the process of recruitment of the members of the Forces is undertaken fairly ... view
