  • 13 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I think the only response I can make towards what the hon. Member has said is one. He appears to have information that there was a meeting. I think it is upon him, because according to the rules of the House, once you make an allegation, then it behoves you to substantiate. The hon. Member should lay on the Table of this House information regarding the nature of that meeting. view
  • 13 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I thought that the hon. Member may have some information. For the benefit of the hon. Members, I thought he could have shared the information with us. Having said that, I am not aware of any meeting. That is why I thought that we could provoke the hon. Member to give us the information. view
  • 13 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would like to second this Motion. As the Leader of Government Business has already said, this Bill is extremely important in the sense that although the House has already passed the Supplementary Estimates, that is not enough to allow money to be released to various Ministries so as to meet various obligations. Secondly, if you look at the Bill itself, you will notice that it is a fairly thin one. As a matter of fact, the reduction from seven to six days, I do not think will make much of a difference for the simple ... view
  • 30 Apr 2008 in National Assembly: Mr. Speaker, Sir, I have just been hijacked by the Leader of Government Business, but I will make the following statement. On 24th April, 2008, Mr. Ethuro--- view
  • 30 Apr 2008 in National Assembly: Mr. Speaker, Sir, without getting into too many details, you could see that when I came in, I did not have the Statement precisely because it was supposed to have been made by my Assistant Minister, who is not here. But as I stood here to seek your indulgence, I thought I could come much later. The Leader of Government Business ably presented it to me but, in the light of the new information from Mr. Ethuro, I will do exactly as agreed this morning. view
  • 30 Apr 2008 in National Assembly: Mr. Speaker, Sir, I would like to inform the House that the Statement will be made next week. I shall personally not be here because of some other functions out of the country, but a comprehensive Statement will be made. In the meantime, I want to say quite clearly that, indeed, the matter related to the deaths of those two people is the one that is under intensive investigations by the police. Without going into the depth of the matter, it has emerged that the police have got nothing to do with that. But such a Statement will definitely come ... view
  • 30 Apr 2008 in National Assembly: Mr. Speaker, Sir, I rise to second the Motion that has been moved by the Minister for Finance. It will be recalled that last year we had a general election. General elections normally require a substantial amounts of expenditure, because of the costs involved in organising the whole process. Normally, there are other unforeseen expenditures, which have to be met. As a result, resources must be made available. Mr. Speaker, Sir, the most unique thing in our case is that we did not know that, immediately after the elections, there was going to be post-election violence. This violence caused many ... view
  • 16 Apr 2008 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker. On 15th April, 2008, Mr. K. Kilonzo rose on a point of order to seek a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security on the issue of insecurity, caused by the Mungiki menace. view
  • 16 Apr 2008 in National Assembly: is a criminal gang, which was proscribed by the Government because of its involvement in criminal activities. The gang has been involved in serious crimes, including indiscriminate beheading of innocent people. The current situation has been prompted by the murder of one Mrs. Virginia Nyakio Maina. On 9th April, 2008, Mrs. Virginia Maina was murdered after being abducted on 8th April, 2008. The deceased is the wife of Maina Njenga, the gangleader of the proscribed Mungiki sect. As soon as the matter was reported to the police, investigations began and are still going on. Madam Temporary Deputy Speaker, the police ... view
