Mr. Temporary Deputy Speaker, Sir, I just want to shed some light on one fundamental fact that is well known in this House. Before an Accounting Officer makes a charge on finances, he must ensure that such finances have been approved by this House. In the event that it is not, even if we make quite a number of requests, the Accounting Officer has no power to effect any payment unless it is approved here or, for that matter, the Accounting Officer must get permission from the Treasury. Mr. Temporary Deputy Speaker, Sir, it is not only the case that the hon. Member has raised. There are several other pending cases. The request to get the necessary resources has already been lodged with the Treasury. Personally, I raised the matter with the Treasury. I hope that this matter will be expedited as soon as possible. It is not only this case by the hon. Member, but there are several cases which are being addressed by the Treasury.

Mr. Deputy Speaker, Sir, the hon. Member has said that that he has spoken with my Assistant Minister, who told him that the Statement would be issued tomorrow. Let me say that I have not been in touch with my Assistant Minister the whole of this morning and up to now. However, if he said so, I have no doubt at all that he will, indeed, bring statement tomorrow.

Mr. Speaker, Sir, let me put it this way. We will ensure, especially within my domain that--- My domain is the police, where the anti-narcotics unit is. I will push for speedy investigation of this matter and, hopefully, this will be concluded within a month. As far as the KACC is concerned, we should appreciate the fact that this is an independent body, and I have no power regarding its working.

Mr. Speaker, Sir, as I have just said, there is a small typographical error in part âaâ namely ânot awareâ instead of âawareâ. The key correction is the fact that the information that we have is that the cattle were stolen from the homestead of Peter Wesonga where cattle rustling took place. It is not the homestead of Mr. Otieno. We are not aware of that of Mr. Otieno.

Mr. Speaker, Sir, indeed, I will ensure security will be beefed up in South Nyanza and Trans-Mara which border Kuria in Tanzania. This is a situation that has brought a lot of problems in that area. There has been a lot of infighting between the Kurias of Tanzania and Maasai of Trans-Mara. We are in the process of making sure that we send GSU officers there. It is important that I tell the hon. Mr. Speaker, Sir, we are moving on two strong strategies to address the menace of cattle rustling. This is all over the country. The first part is that we will boost security. As I have just said, we will also purchase more vehicles. These plans are underway. Secondly, in order to be able to address the cattle rustling menace, once and for all, we will soon embark on comprehensive disarmament exercise in those areas.

Mr. Speaker, Sir, I agree. I will move as quickly as I can. However, on the matter of the SGR, the investigation is a State case by case. In the case of Dr. Romano Kiome, he was suspended after he was adversely mentioned in the forensic audit report of the PricewaterHouseCoopers on the sale and distribution of the SGR. The Report faulted the SGR trustees for their failure to effectively supervise as trustees, the efficient distribution of maize release under the authority of the NCPB who were agents.
