I do not want to back that issue. My point is that if we keep increasing the cost of betting in our country, we are going to force these people who bet to go to the underground market, the black market. Some of these companies, like the Betika and SportPesa, already offer a lot of Corporate Social Responsibility (CSR). Every time you squeeze them, they reduce the funding that they give to CSR. People will also start betting offshore, and we are going to lose money in the long run. I am, therefore, dropping my amendment.

Thank you, Hon. Temporary Chairman. While I see the intention of Hon. Wakili Muriu on this proposal, I foresee a very serious danger in it. It means that in the event of delays, whether it is by a public entity or private companies, it means that you automatically transfer this tax burden to the procuring entity. Eventually, you will just build up a whole issue of tax claims. Thank you, Hon. Temporary Chairman. I had an amendment at some point, which I wanted the Chairman to note. It was on the issue of increasing Excise Duty on betting. The Chairman proposed to increase it from 12.5 per cent to 15 per cent, and I proposed to increase it to 12.8 per cent. My concern is that the effect of increasing Excise Duty from 12.5 per cent to 15 per cent is that we will collect less taxes, just as we saw with the Capital Gains Tax (CGT), which we increased from 5 per cent to 15 per cent. ...

Hon. Speaker, thank you for your indulgence. I want to give information to Hon. Chairlady and Hon. Protus on this issue. Presidential Secondary School Bursary is quite thorny. It is never clear when these funds are released. I do not know whether the Hon. Chairlady is aware that about Ksh600,000 per constituency has been released. It is incumbent upon every Member, through their children’s officer, to go and check this money. Otherwise, it is spent without Hon. Members being aware. I suggest that the Hon. Thank you, Hon. Speaker. The issue of PPAs and the cost of electricity is such a huge concern for us, especially in urban constituencies because we are the largest consumers. Despite achieving 100 per cent electricity connectivity in our urban areas, several slums in my constituency, such as Cotton City, still lack proper electricity connections. One of the reasons for this is the prevalence of illegal connections and the high cost of electricity. Thank you, Hon. Deputy Speaker. I rise to support the Bill. I have had the advantage of looking at the ruling, which I believe has set a very dangerous precedent. If I am not wrong, that ruling set us on a path where if matters are not debated in Parliament on time, then those reports become irrelevant, regardless of what they contain. It exposed us to loss of public money. It is, therefore, important to pass this Bill.
