  • 26 Jul 2023 in National Assembly: Hon. Temporary Speaker, according to the last Communication from the Speaker, we can have some joyriders on the supplementary question, which is what I wanted to ask. view
  • 26 Jul 2023 in National Assembly: It is a very quick one, Hon. Temporary Speaker. I have just noticed the Chairman of Athi Water Works Development Agency is here. There is the Northern Collector Tunnel that brings water to Nairobi. I have a request to the Cabinet Secretary. Could she give us a timeline of when we, as Nairobi City County, expect to start benefiting from this Northern Collector Tunnel One? The Agricultural Society of Kenya (ASK) Show, which is now called the Nairobi Trade Fair, usually diverts all the water to the showground hence people from Nairobi suffer. We hope we will have water within ... view
  • 25 Jul 2023 in National Assembly: Thank you, Hon. Temporary Speaker. At the outset, I think this Bill is very timely. It has taken long for us to bring such a Bill in this House and I am proud it has found me here. Hon. Temporary Speaker, unfortunately land issues have become matters that are split between national Government and county governments. I am sorry I do not think counties have handled this matter well as it should be. I believe this is the beginning of the national Government starting to take charge. Before I proceed, when the Leader of the Majority Party was moving this ... view
  • 25 Jul 2023 in National Assembly: There are bigger problems in this county government. I am an advocate. I was admitted in 2012. I have practised for over 10 years. I can assure you there are parcels of land whose rates we are still trying to get. This depends with the officer that you see at City Hall. One officer will ask you to pay Ksh10,000 while another one will ask you for Ksh100,000. In between, the kickbacks are even more than what the county government collects. That is one of the biggest problems with county governments. That is why this Bill is timely. We can ... view
  • 25 Jul 2023 in National Assembly: Unfortunately, I do not have it in front of me now. Perhaps you will remind me what it says. view

  • 25 Jul 2023 in National Assembly: Thank you, Hon. Temporary Speaker. I have a direct answer to that question. As we speak today, the counties have the mandate of collecting the rates. They have failed. As an advocate, I can tell you for sure that I have struggled, especially with parcels of land coming from Eastlands or parcels of land whose rates clearance certificates we could not find for the last five years or so. You end up in a situation where you have to bribe your way in order to get these clearances from City Hall. If we can, we should allow the Kenya Revenue ... view
  • 25 Jul 2023 in National Assembly: Thank you, Hon. Temporary Speaker. I will just speak for one minute. As long as we can effectively collect... The Kenya Revenue Authority has done it effectively. I know counties may want to compete with us but KRA is better placed. More importantly, we saw it here in Nairobi County when Mike Sonko was the Governor. We agreed to hand over some of these services to KRA. At that point, even when the Nairobi Metropolitan Services (NMS) came to place, there was more effective collection of rates and revenue in Nairobi. This is a Bill that can change the face ... view
  • 5 Jul 2023 in National Assembly: Thank you, Hon. Temporary Speaker. Before I ask my supplementary question, I would request that you guide the Cabinet Secretary that when he responds, he does so to the Member who has asked the Question. As an introduction, my name is Mark Mwenje. My supplementary question is: In Nairobi we had Cohort II, Round II of Kazi Mtaa Project where there were 36,726 workers and 3,239 supervisors who until today remain unpaid. As I listened to his response to Hon. Gikaria, he did not give a timeline of when the Ministry intends to pay the youths not just in Nakuru, ... view
