  • 31 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With all due respect, there is definitely an attempt to stop the hon. Member from asking his Question which he is allowed to by law. If a matter is sub judice as it is being suggested here and from the rulings of the Chair, then they ought to bring to your attention that part. If not so, then you cannot defer the matter until they bring it to your attention. I think it is in order for him to ask his Question and you should allow him. view
  • 31 Mar 2010 in National Assembly: Thank you Mr. Deputy Speaker, Sir. I beg to move:- view
  • 31 Mar 2010 in National Assembly: THAT, notwithstanding the provisions of Standing Order 20(2) this House resolves that the Sitting time of the House on Wednesday, 31st March and tomorrow Thursday, 1st April, 2010 be extended from 6.30 p.m. to 11.50 p.m. view
  • 31 Mar 2010 in National Assembly: I need not to give detailed reasons. The reason for this is because of the changes we want. I ask hon. Midiwo to second. view
  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, I beg to move:- THAT, this House do now adjourn until Tuesday, 23rd March, 2010. Mr. Speaker, Sir, without repeating the contents of your Communication, we did agree as the House Business Committee last time and failed on the Floor of the House. I wish to take this opportunity to commend Members who met under the auspices of the Parliamentary Caucus for Reform which I believe was chaired by Mr. Mungatana. It was convened subsequent to the failure to agree on the Motion of Adjournment last week. This group of Parliamentarians obviously did believe that it is ... view
  • 11 Mar 2010 in National Assembly: I hope I will be in Order to clarify the position, because I sit in the House Business Committee. I wish to bring to your attention the fact that, first and foremost, the House Business Committee in its wisdom, or maybe lack thereof given the vote of yesterday, determined that the House would go on adjournment to discuss a very important matter, the Draft Constitution. Hon. Members, in their infinite wisdom, decided otherwise. We have no problem with that but going by Standing Order 38 (2)(b) and (d) the Whips consulted with the Speaker as well as the Clerk and ... view
  • 11 Mar 2010 in National Assembly: I want to go further and say that we sit in the House Business Committee under Standing Order 158 (1) which says, “...provided further that at least 30 percent of the membership of the House Business Committee shall be members who are not Ministers”. The purpose is to ensure that we are in harmony and this does not arise. We were all present when these things were being prepared, I am surprised that some of us who sit on the Committee have a problem with it. It is true there is a huge list of Government work but hon. Members ... view
  • 10 Mar 2010 in National Assembly: Mr. Speaker, Sir, as I seek a clarification, I must commend the Prime Minister for giving the example of members committing suicide in shame and hope that our Cabinet will rise to the occasion. view
  • 10 Mar 2010 in National Assembly: I would like to seek a few clarifications. The Prime Minister was clear that the cases that have been handled have been based on reports that have recommended action or have said that investigations are incomplete. May he clarify which particular report led to the action he took against the Minister for Education, Prof. Ongeri? view
  • 10 Mar 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to second this Motion. As my colleague has said, it is necessary to adjourn the House so as to give us time to go and acquaint ourselves with the Constitution. I emphasize the point because we must not allow ourselves to be sidetracked by the media who might be thinking that we are going there to mutilate the Draft Constitution. During debate on the Presidential Address, we all confirmed our willingness and desire to seize this historical opportunity to pass a Constitution that Kenya has been attempting to ... view
