  • 25 Jun 2008 in National Assembly: to ask the Minister for Lands:- (a) Is the Minister aware that a piece of land, LR.4918/8, within Thika Municipality was acquired by the Council in November, 1971 for a mortgage housing scheme? (b) Is the Minister further aware that sometime in 2007, some councillors from the municipal council illegally sub-divided the said land without the approval of the full council? (c) In view of the seriousness of this matter, what action has the Minister taken to guard public interest by ensuring that this piece of land is reserved for the intended purpose? view
  • 25 Jun 2008 in National Assembly: Mr. Speaker, Sir, I rise to oppose the amendment. It is very important, as hon. Members have pointed out, that we do think out of the box. However, we have a responsibility. Indeed, we may even choose to throw away the entire box, but in doing so, we cannot purport to throw away the entire mechanism of the Ministry of Finance merely because we can come into the House and chop figures. We know from our own lives or even from managing our own Constituencies Development Fund (CDF) money that figures are not accrued in a linear fashion. As the Minister for Finance explained, it is vital that he is given the means with which to run the Government for the next few months. Mr. Temporary Deputy Speaker, Sir, I wish to comment on a proposed road from Nairobi to Thika that will cost about Kshs18 billion. I want to ask the hon. Minister, or the Government, to reconsider it. It is so good to do a five- or ten-lane road between Nairobi and Thika, with all its benefits. However, it would be useless if we do not consider the issue of all the small settlements along the way. These towns have no plans. Buildings are constructed haphazardly. There is no sewerage system.
