Temporary Deputy Speaker, the final bit that I am looking at is that the Auditor-General will now be more responsible because in Clause 4 the Auditor-General will be a corporate body that can be sued and also sue. This was lacking in the previous Bill. Now information can be passed by ordinary mwananchi to the Auditor-General and if they fail to address it, they can be sued for negligence.   • 4 Dec 2014 in National Assembly: do not know whether it is the rebasing of our Gross Domestic Product (GDP) or the expected flow of revenue from the oil. These are just illusions and it will be important that Treasury provides more information. Let me send my condolences to the families of the Kenyans who were murdered the other day and those who were murdered before. I do not think that the problem of security in our country cannot be categorized. Look at the kind of security that we, Members of the National Assembly and the Senators, arrange for ourselves.   • 26 Nov 2014 in National Assembly: The other reason, as I said is tribalism where certain positions are earmarked for certain people, even if they do not qualify. We need to look into this. The other problem is the business as usual attitude with the Government. They do not care. The 10 per cent of the Constitution that was said to be bad should form part of the dialogue in terms of how we should change it.   • 20 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, I also arise to support this amendment Bill. A lot has been said about the drafting, the numbering and the mix-up of the various environmental laws addressing the same thing. I will not dwell on that aspect, but rather make my contribution by pointing out the fact that this Bill seeks to streamline the old environmental law that was used during the centralised system of governance, so that it can fit in the decentralised system of governance. To that extent, it is good because it takes into account what is happening now. view
  • 20 Nov 2014 in National Assembly: The Bill stipulates how our environment should be managed to ensure sustainability of the earth, which is home to the entire humanity. This is in conformity with what has become the international requirement, particularly with regard to international agencies – including our development partners. To that extent, we are simply conforming to what is happening internationally. view
