  • 20 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, lack of environmental management threatens degradation of the soil, air and water. This reduces biodiversity, which is the biggest cause of climate change. This particular amendment tends to deepen our environmental management when we go down to the counties and we involve, not just the experts that have been there before, but as Section 29(1) (e), (f) and (g) stipulate, we will involve the pastoralists, farmers and the local businessmen in environmental management of our country. It is a fact that many of our people do not recognise our environment. When you walk around in town, ... view
  • 20 Nov 2014 in National Assembly: This is a sign of lack of environmental appreciation. If we involve the local person in environmental management, this will stop. Water sources in this country have completely become extinct. Some water sources that used to provide a lot of water have become extinct because of siltation. This is an environmental problem. Therefore, involving the local person down there will enhance understanding and make people know that it is from the environment that we get our livelihood and daily bread. Managing our environment as envisaged in this Bill will ensure that while we engage in economic growth and development, we ... view
  • 12 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Bill. This is a good Bill and I support it with the following reasons. Our Government is using a lot of resources to generate growth and development. However, we are not seeing the results. There are a lot of complaints from the taxpayers. One reason why growth and development are not taking place is the attitude, or mindset, of the public service worker. This is the person who is frustrating Government efforts to attain development and growth. This is also the same person who fails ... view

In hospitals, patients go there and they wait for a doctor who has not turned up. There is no notice that the doctor will not turn up. This is ouright human resource wastage. So, by bringing Public Service workers to book, and setting up what is expected of them, we will be going a long way in making sure that we get value for the resources that the Government collects and deploys to promote growth in our country. • 15 Oct 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to the Motion on the President’s Address. I am shocked to listen to the drama that has been going on in this Parliament about the President’s Speech. From the outset, I would like to say that I am one of the CORD hon. Members who came to listen to the President’s Speech. I listened to him from the beginning to the end. I did not find him very combative the way I have seen my colleagues behaving in a combative way and chest-thumping. The President did not ... view
  • 15 Oct 2014 in National Assembly: that he did not want to jeopardize that opportunity by disobeying the law because that would have entailed that those foreign investors would not see Kenya as a safe place to put their investments because law and order is not followed. Therefore, it would not have been a safe place to put their investments. I would, therefore, suggest that our Jubilee colleagues should learn from their boss and stop chest-thumping and be reasonable whenever they argue. But for the ceremony of handing over power, we do not blame His Excellency the President for having that drama because that was politics ... view
