Mr. Temporary Speaker, Sir, I was looking at the television, and I saw the residents of West Pokot and what they went through. The roads in that area were destroyed, and the people could not cross over to the other side. It was a sad state of affairs. There are affected families that are hurting. As I talk about the issues of floods, I will not fail to talk about Persons with Disabilities (PWDs), because they are the most affected during times of calamity, floods and hunger. There is need for county governments to ensure that even when they are putting measures in place to ensure that people are free from hunger, they should also ensure that even PWDs are free from hunger. Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to support this Motion. Water is important. In fact, plants and animals need it to survive. No animal on earth can survive without water. For example, people can survive without food, but they cannot survive without water. Water carries nutrients to help the body and oxygen to the brain. Water reservoirs should be set up for use during drought. Scarcity of water is a crisis that must be addressed, because climate change comes with scarcity of water. It is a constitutional requirement for every citizen to access clean water. Water is a pertinent issue while discussing food security.

Mr. Temporary Speaker, Sir, the county governments need to put in place mechanisms to ensure that all households have clean water. The county governments must put monies aside for purposes of supplying water to all residents. Water is required for irrigation if we are to attain sufficient supply of food. Mr. Temporary Speaker Sir, I beg to support this Motion and urge the Committee on Lands, Environment and Natural Resources to interrogate county governments and ensure that all households have sufficient water supply.
