Regarding the matter of human resources, the audit report says that a lot of money went into salaries and all that, which should not arise. In fact, there is need for counties to look for mechanisms of ensuring that they are catering for their wage bills. County governments have two ways of getting revenue; that is from the national Government, and from the tax they collect within their counties. I rise, pursuant to Standing Order No.48 (i) to seek a Statement from the Standing Committee on Roads and Transportation concerning increased cases of road traffic accidents involving motorcycles on Kenyan roads in general, particularly along the Webuye-Eldoret highway where on 24th June 2019 more than seven people perished in an accident involving a motorcycle, matatu and a truck. (1) Explain measures put in place to curb increasing cases of traffic accidents, especially those relating to motorcycles.
