Thank you, Madam Temporary Speaker for giving me an opportunity to support this very important Bill. I commend Sen. (Dr.) Zani for coming up with this credible Bill. From the word go, this Bill will be a win-win situation for everyone, for examples, the exploiters, the national Government, county governments and for the locals. Madam Temporary Speaker, if this Bill is implemented, it will ensure that the local content is utilised and that locals are not exploited. We have a duty, as a Senate, to protect the interests of counties and their governments. So, if we pass this Bill, we will have played our role as the Senate in a very powerful way. Madam Temporary Speaker, as the Senate, we are mandated to support this Bill because it is not a money Bill. At the end of the day, locals and the county governments come in. Our business as the Senate is to support counties and protect their interests. If there are natural resources in counties – as a Senate – we need to move with speed and ensure that we support the benefits that come from that particular county.

What I also like about this Bill is the composition of the committee. According to this Bill, even the locals will be involved and be part of the committee. About five people will be selected by the locals to sit in the Board. This means that these locals will ensure that they protect the interests of the counties and ensure money remains in the counties.
