County governments must allocate money to protect their elderly. This money can be incorporated in the county budget. If 35 per cent of the national revenue goes to county governments as proposed in the Senate, why then should county governments not set aside some funds to assist the elderly people? Some countries have programmes for the elderly. Medication and recreation are free to the elderly because they are paid by the Government. That is why the elderly live long in those countries. The elderly live long when they have recreational facilities, go through physiotherapy and so on. Mr. Temporary Speaker, ...

Madam Deputy Speaker, I was just thanking Sen. Cherargei for bringing this Statement because that is the work for our Committee. I thank him for bringing up these issues so that we can interrogate with the Ministry and ensure there is service delivery to our people. I would like to assure you that when your desires come to our Committee, we will certainly bring answers that will not have questions marks. We will also interrogate issues of sports tourism. This is a rich area. Even Persons with Disabilities (PWDs) should be involved in sports tourism. These are issues we are ...

Thank you, Madam Temporary Speaker. I see a complicated Petition here. First, there was a tender and the tender number is available. Second, there was an application and someone was awarded the tender. In awarding the tender, it means a contract letter was issued. The complication is in the contents of the letter. Was he paid according to the contents of the contract letter? The other issue is that an engineer who was brought on board, asked Mr. Mmenya to do something different. This means that whatever he was told to do was not in the contract. This is a ...

On 10th June, 2008, the International Labor Organization (ILO) unanimously adopted its Declaration on social justice for a fair globalization. This is the third major statement of principles and policies adopted by the International Labour Conference since the ILO’s Constitution of 1919. It builds on the Philadelphia Declaration of 1944 and the Declaration on Fundamental Principles and Rights at Work of 1998, even as it expresses the contemporary vision of the ILO’s mandate in the era of globalization. Martin Luther King Junior once stated: “Injustice anywhere is a threat to justice everywhere.” As we celebrate this day, I urge everyone ...

The national Government needs to come up with the specific policies that address these concerns. The policies need to cascade to the county governments for implementation of a fair, impartial, effective and just society. Madam Temporary Speaker, as we celebrate this day, I would like to urge the national Government and county governments to develop a framework for building the capacity of informal workers and sensitizing them on plausible ways of having sustainable development from the resources that they have in order to “guarantee a non- threatening future.” County governments need to have strategies in place that seek to eliminate ...
