  • 10 Feb 2022 in Senate: Madam Temporary Speaker, the issue of merger in Clause 17 is also very important. This is because a situation can come up whereby, a group realizes that it wants to do a big project but it is unable to. So, it merges with another group which has the same interest, for example, buying land. If a group decides that they will buy land and put up rentals and they are unable to, they can merge with another one. Once they merge, they lose their self-identity so that it is only one group. This is also well meaning. The Registrar should ... view

  • 10 Feb 2022 in Senate: I remember when I was very young, I was in a group and we agreed to buy a cow. I was a high school teacher that time. We really struggled to get the money to buy the cow because it was very expensive. The cow was giving us milk. We were still naive. We did not have the awareness and the teachings on how to go about the proceeds of the milk. We found that whoever was keeping the cow was the one benefitting. This is because she was milking and getting the milk and by the time we knew ... view
  • 8 Feb 2022 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity to congratulate my colleagues for being appointed to the SBC. This will will fast track what we have on our menu. We have a lot in our in-tray and bringing Members on board will help. Mr. Speaker, Sir, let me also comment on the issue of experience that Sen. Khaniri has just mentioned. I urge that other Members who have not had an opportunity to serve in key positions in the Senate be allowed to do so in future, so that they gain the necessary experience. I hope that in ... view

  • 11 Jan 2022 in Senate: Thank you, Mr. Speaker, Sir, for this opportunity. Allow me to first wish you, together with my fellow Senators, a happy new year. Mr. Speaker, Sir, I thank Sen. Shiyonga for coming up with this Bill. She was hawk eyed because it is an amendment that is crucial. It is unfortunate it is an oversight that was not seen earlier on. What Sen. Shiyonga has brought on the Floor of this House is a Bill that we cannot ignore. This is a Bill that involves county governments. Our business as the Senate is to support and ensure that the interests ... view
  • 11 Jan 2022 in Senate: and competitive agencies to supply the drugs. There is only one organization in the name of KEMSA supplying drugs. There is a danger of people being corruptible. The system will not be structured to ensure that those procuring are safeguarded. There is going to be malpractice if only one organization is doing the procurement. Transparency and accountability will be comprised and this should not be the case. There is need for the Senate to ensure that there is transparency and accountability in the procurement of drugs. We need to allow other organizations to come up so that they improve on ... view
  • 11 Jan 2022 in Senate: Mr. Speaker, Sir, Article 43(1)(a) states this as follows- “Every person has the right- (a) to the highest standard of health which includes the right to health care services, including reproductive health care.” When we are talking of the highest standard of attainable health, we are looking at drugs. There are many patients whose situation is dire simply because they go to hospitals and there are no drugs. I am looking at the common man. I am not looking at the Kenyan who can afford drugs or money to go to India, Europe and other places for treatment. I am ... view
  • 11 Jan 2022 in Senate: their products. From the various products then we will look at the most pocket friendly option and so on. As I support this Bill, I call upon county executives to ensure that they are doing what they are supposed to do in terms of ensuring that they cater for health. It is unfortunate that when you go to many counties, you will find hospitals are compromised. Where I come from and am not shy to say this, hospitals are in a pathetic state. You will find many of the hospitals are not maintained. There is no water and vehicles such ... view
