In a nutshell, this Bill seeks to effect Article 7 (3) (b) of the Constitution on promoting Kenyan Sign Language. The obligation of the national Government and county governments will be to ensure that when there are any state or county events, sign language interpreters are there so that the deaf are also able to access the services that everybody else is getting. view
