As a matter of policy also, now that we are moving to issuance of new generation ID cards, which we can use as a driving licence, insurance card and even as a voter’s card, let us register everybody from the age of one day to six months using the birth certificates. On a point of order, Mr. Deputy Speaker, Sir. There was a very important issue which I wanted the Prime Minister to capture. That was the use of birth certificates serial numbers that are issued between the ages of one and six months. That can be a permanent solution for anybody trying to register as a citizen of Kenya. If we implement that in the new generation identity cards, we will never have a problem of people complaining about failure to get identity cards. So, it is a situation that the Kenya Government must address; if we do not stabilise Somalia, then we will always have problems in this country. I am suggesting that the Kenya Government commits funds in our Budget and ensures that all the Somali children go to school, because they must be educated. They must be helped. The insecurity problem must be addressed by the Kenya Government and we have the international community to help us. Other countries in Africa should be part and parcel of the problem of Somalia; we need to solve it once and for all.

Mr. Chairman, Sir, while I agree with hon. Abdikadir, when you look at other jurisdictions like Ghana and Brazil, you find that there has been continuity in terms of elections. We will have a constitutional crisis after this by virtue of appointments of the Commissioners in the future. So, my proposal is that we should look at it in terms of staggering this thing so that we will not be in that problem in the future.
