Mr. Speaker, Sir, the document is supposed to tell us how long it will take the concessionnaire to recoup his funds and how much Kenyans will pay for the next 30 years. What will happen is that we will exploit the people of Kenya to the extent that they will not be able to drive their cars on the road because the concessionnaire will put, with a few clique of people in power, any rate that he or she wants and make Kenyans pay through their noses.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to debate on this Sessional Paper. This idea has come at the right time for it to be implemented. This is because it is becoming impossible for Kenyans to move around Nairobi today. If you calculate the cost of fuel consumed in traffic jams, and the time wasted, you might find that it amounts to the cost of constructing a similar road. Mr. Speaker, Sir, it is not about Kisumu, but my constituency. Due to the drought, all the cattle have been moved from Narok, part of Kajiado and even part of northern Tanzania, to my constituency. The officers on the ground are really overwhelmed because of patrols to try and control stock theft at border with the Kuria.

What is going on currently and, probably, will continue in the next ten years is that some of the communities in Kenya, particularly the pastoralist communities, are getting urbanized.
