Although there exists provisions on renewable energy, they are perfunctory. A good example I can cite here is the issue of ethanol power which hon. M'Mukindia has eloquently elaborated. In Brazil, ethanol power is used in 20 per cent of the means of transport. Ethanol has paid Brazil over US$120 million compared to its oil imports. Here in Kenya, we have a potential in our sugar belt areas, which is approximately 1.7 billion tonnes of biogas produced from our sugar industries. This is equivalent to 323 million tonnes of petroleum oil. In terms of money, it is about Kshs200 million. ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. I will be very brief in my contribution. Since the time of the Roman Empire, the Constantinople and the British Empire, it was trade that made these empires great. They became vibrant because of trade, and we should take a cue from them. Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 2 be amended by deleting the word "chairman" and substituting therefor with the word "chairperson". The word "chairman" should be substituted with "chairperson" wherever it appears in the Bill.

Mr. Temporary Deputy Chairman, Sir, I think honour is not here. I think the Minister should be the last one to talk about honour. Anyway, I did speak on that but as my hon. colleagues say they can amend it further if they feel very strongly about it but we should move on.

Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT Clause 11 be amended in subclause (1) - (a) by inserting the words "for a period not exceeding three years" immediately after the word "office" appearing in the third line; (b) by deleting the full-stop appearing after the word "appointment" in the fourth line and inserting the words "but shall be eligible for reappointment for a second but last term on the recommendation of the Board immediately after the word "appointment".
