Mr. Temporary Deputy Chairman, Sir, I would like to support my colleague. However, we wanted to put a ceiling on the maximum period of office because longevity breeds complacency and corruption as we all know. However, we are in agreement with the Assistant Minister.

Thank you, Mr. Temporary Deputy Speaker, Sir. I would like also to thank hon. Khamisi for giving me this one minute from his time. I want to talk on the issue of nuts, especially macadamia nuts. I wish to urge the Ministry to regulate this industry. In my constituency, I use the CDF money to encourage growing of macadamia nuts. It has become a very important cash crop in my constituency. Farmers are earning between Kshs150,000 and Kshs200,000 from an acre. We can see what that can do in terms of alleviating poverty. This income helps in paying school fees ...

Thank you very much, Mr. Temporary Deputy Speaker, Sir. The ritual is repeated once again; year after year. The nature of our Budget is shrouded in secrecy. We always wait until the Minister comes here and opens his box to tell us what goodies he has for us. That is why we cannot wait for the Budget Office. All my colleagues are waiting to see the establishment of a Budget office, so that they could be part and parcel of the budget-making process. It is 7 per cent. I stand to be corrected. That allocation was done and yet, this country has never been to war. There are no threats. But the threat that we have today is that of poverty, hunger and illiteracy. That is where we should be channelling most our funds. The Minister has a habit of giving the citizens with one hand and taking away with the other hand. The Minister increased the Fuel Levy by Kshs3.20. That is totally unacceptable! Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. I would like to support this Motion and the amendments made to it. I speak as an inhabitant of Baringo District and we are happy that we got another district, which is Baringo East. I empathise with the people of Baringo East.
