  • 12 Feb 2015 in National Assembly: That is why I am saying that if we have money that is not being used immediately, we will end up with a reserve bank, from which money can be borrowed by the county governments at a fixed rate. The way it is now, county governments borrow money even when they have some money in the reserve account. Why? The interest rate at which county governments borrow money from commercial banks for a period of between three and six months is very high. This promotes corruption because they can go back to share the spoils. view
  • 12 Feb 2015 in National Assembly: Therefore, this is a very important Bill. It will provide checks and balances. It will also provide openness. If you go to the websites of the county governments, you will not find the details as to how they use their money but other details about the counties are there. They should go ahead and show how much money they have received from the national Government and how they have used it. The Office of the Auditor General is very important. This Bill should give power to that office to enable them access information and share it with Parliament and the ... view

  • 19 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, before I contribute to this Motion, I would like to send my condolences and those of my constituents to the family of the late Senator Otieno Kajwang’, who has been a good politician. He has been a very humorous politician in this country. His demise is a big blow to the children who always remember the word “ mapambano ” whenever they saw him on television. May God rest his soul in eternal peace! Hon. Temporary Deputy Speaker, this very important Motion seeks to have Landhies Road and Jogoo Road expanded. New towns are now coming ... view
  • 18 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Motion. Dr. Lydia Nzomo is the right person for this post. She has the competence that is required, the ability to perform, the right character and this is the right person for the Teachers Service Commission (TSC). Even the teachers and the students who are watching from the Gallery are happy about this. They are showing on their faces that they have gotten one of them to work with them. Hon. Temporary Deputy Speaker, this lady has worked with the TSC and the education system in this country for ... view
  • 18 Nov 2014 in National Assembly: 27 Tuesday 18th November, 2014 can go to court to say that this is not the right person, Kenyans have the knowledge and intelligence to know the right person for this post. I support this Motion and her appointment. The President should act fast to have her in place so that issues about education in this country can move at the right speed. This is also an eye opener for many Kenyans to know that professionalism will be checked in all jobs that people apply for. This is because in some sectors in Kenya, you will find that there are ... view
  • 12 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill. This is a very important Bill because it brings the public into link with the public servants. This Bill will have checks and balances on the way the Public Service conducts its work. In some areas--- I have visited some land offices that are all over the country. There are times when you visit the Lands office and you find the Lands Registrar missing and nobody knows when he or she will come back. Therefore, this Bill will make Public Service workers accountable; it is a Bill that ... view

  • 12 Nov 2014 in National Assembly: employers are from their tribe. I will give you an example of an office I visited; a senior office, the State Law Office. The Attorney General, the Solicitor General, the Deputy Solicitor General and the Chief Litigation Counsel are all of the same tribe. We can go down up to ten and you will find that those people are all from the same tribe. The question is, do other Kenyans attend universities to study law? This Bill will bring sanity in the Public Service, and people will ascend to promotions due to their performance. It will also bring sanity in ... view
