It can introduce attendance registers, so that when officers are to be promoted, it can be confirmed how many days they have reported to their places of work. This is a very important Bill, and I urge other Members of Parliament that we pass it, so that it can improve service to the people in our country. Members of Parliament who are ladies should understand that the proposed fund does not do away with the Women Enterprise Development Fund or Youth Enterprise Development Fund. My colleague, the Chairman of the Committee, who is a lawyer, said that when the witness or the complainant gives evidence, he or she should be denied a chance to give submissions. I think it is wrong because you cannot say that it is only a lawyer who can submit on your behalf. Some of the accused persons may be lawyers.
