On a point of order, Mr. Speaker, Sir. Is it in order for the Prime Minister not to categorically answer the point that I raised? Are these people in office legally? Are they being paid by the Government? He has said that it is not as a result of the Cabinet decision yet the County Commissioners are in office. We see District Commissioners’ headquarters being built on a daily basis. The evidence on the ground is that the Provincial Administration is entrenching itself even further.
