  • 9 Jan 2013 in National Assembly: Order. You have already approached the Chair on that and I have explained why. view
  • 9 Jan 2013 in National Assembly: I now call upon the Mover to reply. view
  • 9 Jan 2013 in National Assembly: Hon. Members before we call the next Order, let me on behalf of the Members of the Speaker’s Panel who have had occasion to preside on behalf the Speaker or Deputy Speaker, because this may very well be my last time, thank the Speaker, Deputy Speaker and the hon. Members for the support that you have given us and the time you have allowed us to preside over the sessions of this House. We wish you all the best. Happy New Year! view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I second this Motion. In doing so, I want to thank you as the Chair of the Committee for the leadership you have shown not only in the setting up of precedence and rules that govern the conduct of business in this House, but also for interpreting those rules setting ground for future conduct that would be of tremendous help to those who sit in your Chair after you and those who will sit in the Chair of the Senate speakership. Mr. Speaker, Sir, as the Mover has said, these amendments were brought as a result of ... view
  • 8 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, today, we are in the mood of really helping the Minister. Let him tell us whether he has complied with our request that the monies due for the counties are spelt out in the three Bills and that he will be complying with the provision of the Constitution with regard to the minimum 15 per cent disbursement. That is the issue we would like you to address rather than tell us that you have now published the Bills. view
  • 8 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, the reason I asked the Minister to explain to us whether he had taken the concerns of the hon. Members into account before today’s Order Paper is because I am aware that this Motion merely lays the foundation for the real debate. The real debate is contained quite appropriately and he has considered as much in the business under Order Nos.9, 10, 11 and 12. I took sometime to look at these Estimates. On the face of it, they do actually comply. Our biggest fear last week was this omnibus clause that he wanted us to ... view
  • 8 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the concerns of hon. Members. As I said last week, this is not a rubberstamp Parliament anymore. We have been told by a Member of the Committee, hon. Abdikadir, that, in fact, the Report has been submitted to the Committee and they will be debating it at 10.00 a.m. As it stands now, there are objections on constitutional grounds which put the matter squarely on your shoulders. view
  • 8 Jan 2013 in National Assembly: Standing Order No.47. It states in part that the Speaker may direct either the Motion is inadmissible or that the notice of it cannot be given without such alteration as the Speaker may approve. It is really subject to you, if you were to take into account the concerns of hon. Members. The meeting is taking place at 10.00 a.m. and this Report is before the Committee now. I ask that you do direct that the Minister may move this Order, but at 10.00 a.m., the Committee will be discussing this Report. After that, you will be satisfied that it ... view
  • 3 Jan 2013 in National Assembly: Mr. Speaker, Sir, my sympathies and I am sure the sympathies of every Member of this House to Mr. Hassan, and condolences to those who succumbed to the injuries on that day. I seem to recall the Prime Minister setting up a task force specifically targeting Eastleigh. Could the Assistant Minister tell us the terms of that task force and when the results of the investigation by the task force will be made public? view
  • 3 Jan 2013 in National Assembly: On a point of order, Mr. Speaker, Sir. Did you hear the Assistant Minister say that the task force set up by the Prime Minister had nothing to do with his office, yet he is the Prime Minister who co-ordinates and supervises Government responsibilities? Is it in order for a Government Assistant Minister to say that the task force was set up by the Prime Minister’s office and it has nothing to do with his Ministry? view
