It cannot be in order for a Minister to come and ask us to approve financial obligations on the basis of a promise to publish a Bill. Until those Bills are published and we see that they comply with the relevant provisions of the Constitution, it is completely out of order for us even to discuss this Motion. Member has raised was referred to the Committee on Implementation. The Committee has sat and made recommendations. We were expecting the Chair of that Committee to table that report today and I can see him in the House. Perhaps, he can give us some guidance on why the report is not being tabled after we have completed it. view

The reason the Assistant Minister is referring to the Attorney-General for advice is because clearly this chief was returned to work as a result of a successful appeal. The Public Service Commission decided that they will pay part of it as if there was no appeal. The reason why the Assistant Minister is referring the matter to the Attorney-General is so that they can get a legal opinion as to whether the Public Service Commission is valid.
