Hon. C. Kilonzo let me ask you. Hon. Mureithi raised the issue of constitutionality of this provision and cited the relevant provisions of the Constitution. Now the Chair, of course, is bound by Standing Order No.43 not to allow anything that is unconstitutional. So, I would like you to address that issue regarding constitutionality because you seem to be justifying it.
