When I say the Tenth Parliament, I start with you, Mr. Speaker and your leadership of this House. That is because you have been a worthy captain of the House. As the Prime Minister speaks to us as the Tenth Parliament, I recall, indeed, that the last time a Prime Minister stood before this House, he proceeded to become the President of the Republic of Kenya. view
