I think he was insinuating that under the Constitution, the Summit is the body responsible for laws relating to counties. I think that is what I understood him to be saying; therefore, even though they are going to the National Assembly, the reports should go to the Senate as a responsible body and then it will propose laws, because that is its function under the Constitution. Deputy Prime Minister, did you get his explanation?
