Order, Mr. Assistant Minister! You know the Chair has ruled on many occasions that answers should be in a summary form. If you want to give a Ministerial Statement you can do so, but this is Question Time. So, the answer ought to be in summary. It has to be in a manner concise to enable the Questioner ask supplementary questions. If you give a ten-page answer to a Question, you do not do justice to the Questioner. Please, summarize your response within the next one minute.
