You are quite right. Just as it is disorderly conduct not to ask a Question that is on the Order Paper, it is also disorderly conduct on the part of Ministers not to be in the House to answer Questions. My direction is that the Minister should show cause why sanctions should not be imposed on him for disorderly conduct for failing to explain why the Ministry is not in a position to answer that Question before answering the Question. I will therefore, defer the Question to this time next week for the Minister to show cause why action should ...
