On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it right for an Assistant Minister to say that they have applied for money from the Government? What are we talking about here? He has said that he is asking the Government to provide money! Where is he from? Is he not from the same Government?

Once again, it is painful that I should be rising on a point of order to ask where the Ministers are, when they know that the business of the House is being transacted from 9.00 a.m. Is it in order for the Minister to direct you to defer a Question instead of providing a reason why nobody in the Government is prepared to answer the Question?

Mr. Speaker, Sir, there are many organizations and parastatals that employ people in this country. We have the Kenya Wildlife Service (KWS), the armed forces and so on. When they recruit people, they are even given the dates for reporting. Why is it necessary to sent them to the Public Service Commission? When did you send the names? Have they given you any reason why they are not giving those people numbers, or is it an excuse to delay and frustrate the posting of nurses?

I have some experience in court martials and I know how they can be abused. Could he give the particulars of the fraud cases including the case numbers and the amounts involved, so that we can gauge whether the sentence was deserved? Could he give the particulars?

On a point of order, Mr. Temporary Deputy Speaker, Sir. The Vice-President and Minister for Home Affairs was my year-mate and classmate at the university. I am surprised that even as the Vice-President and Minister for Home Affairs, he has not taken the trouble to visit prisons. He can only talk about his days in the university and going to see inmates. Is it in order for him to trivialise these matters in this way?
