The Assistant Minister has very carefully ignored the point that you have raised which is referring to innocent Kenyans who have not been subjected to any proceedings as idlers and layabouts. That is in the written answer. I demand that that description of innocent Kenyans who are conducting lawful business be withdrawn from an answer given by an Assistant Minister of this Government. view

Here is a copy of the Act. Under Section 4 of the Act, it states that the Commission shall consist of a chairperson and four other members appointed in accordance with the provisions of the Constitution and this Act.
