Mr. Speaker, Sir, arising out of your ruling, you will recall that during last Parliament none other than the Prime Minister indicated to this House that he and the other principal, the President of the Republic of Kenya, had agreed and were going to sign a joint letter addressed to you appointing the Leader of Government Business, so that we know who to point fingers at. When shall we get the Leader of Government Business as promised by the Prime Minister?
