He does not know whether that Minister has acted on that directive. Since the Minister is present in this House, could he be allowed to tell this House whether he has acted on the directive to establish a detachment as the Minister for Foreign Affairs has told us? view

It cannot suffice because the Member who lives in and represents that region says that as we speak, there are foreign troops within his constituency. The Minister is not telling us when they will put a detachment there because this is a security matter. We have information from the Member that Ethiopian troops are in his constituency. What steps is the Minister taking to ensure that the Cabinet decision to set up a detachment is acted upon immediately? view

We know that the debate on the Constitution is on the Order Paper. It is, therefore, not right to say the Government has no business. The Government has refused to place the business on the Order Paper. Could the Prime Minister or the Whips tell us why the Government has refused to place this business on the Order Paper so to that we can proceed to enact a new Constitution for the people of Kenya? view
