  • 10 Mar 2010 in National Assembly: But more importantly, the functions of the Office of the Prime Minister as set out in the Presidential Circular do, in fact, include the Efficiency Monitoring Unit (EMU). Could the Prime Minister consider now directing the EMU, which is a department within his docket, to investigate this as an independent body from KACC so that we can get an independent report, given that KACC is involved in the leakage of this document? view
  • 10 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. As much as I do not want to challenge your ruling, being in your Panel and also for the reasons given by Mr. Ethuro, who is also a Member of the Speaker’s Panel, even as you make the consultations with the Office of the Attorney-General, they need to be within the Constitutional provisions regarding the manner in which we handle memoranda from the President. I am concerned that we may be extending the period beyond what is provided for in the Constitution. I am of the view, subject to your own directions, ... view
  • 10 Mar 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I must oppose this proposed adjournment. We cannot afford to go to Naivasha because there is nothing we are going to do there other than waste taxpayers funds. The proposed constitution has been circulated, read and subjected to scrutiny by a committee of this House. It has been sent to the Committee of Experts. There is nothing we are going to do in Naivasha other than to mutilate it. We must not provide an opportunity for those who want to postpone the passage of a new Constitution to the people of Kenya. I urge all ... view
  • 9 Mar 2010 in National Assembly: Mr. Speaker, Sir, what hon. Members are interested in - and as a Member of Committee on Implementation what I am interested in – is to hear the Assistant Minister tell us that he has given them a specific timeframe and that within three or six months, these works will have been completed. If they are not completed, we can come back to him under the provisions of Standing Orders that give the Committee on Implementation the power to ensure that you do what you promise in this House. What timeframe have you given Maseno University? view
  • 9 Mar 2010 in National Assembly: Mr. Speaker, Sir, given that medical institutions are essential services that ought to be provided with electricity throughout, under what circumstances was power disconnected in this health facility and in my good friend’s health centre? view
  • 9 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister concerned has acknowledged that what has been sought is a valid Ministerial Statement and made an undertaking to consult and come back to the House on Wednesday. Is it in order for hon. Kajwang’ to re-visit the issue of another department, when the Assistant Minister says that he is ready to issue a Ministerial Statement? view
  • 9 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for State for Defence regarding the security situation on the Kenya/Sudan border. Over the last few weeks, we have lost a number of members of the disciplined forces, including Kenya Army personnel under circumstances we do not understand, given that we have one of the best-trained armies in the region. Therefore, I ask the Minister to issue a Ministerial Statement on the security situation on the Kenya/Sudan border and, indeed, on the entire northern border of Kenya. view
  • 9 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, since the Minister is also a very good friend of mine, I will do it slowly so that he can understand. Over the last few weeks, we have lost a number of officers from the disciplined forces including the Kenya Army, along the Kenya/Sudan border. I would like the Minister to issue a Ministerial Statement on the security situation along that border. What steps has he taken to ensure that our borders are protected and our security forces are sufficiently equipped to meet the challenges along that border? view
  • 9 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, we have a collective responsibility doctrine that binds all Ministers. Could the Minister sort out that matter between him and the Minister of State for Provincial Administration and Internal Security and determine who will give this Ministerial Statement? All we are concerned with is to get a Ministerial Statement from this divided Government! view
  • 9 Mar 2010 in National Assembly: Yes, Mr. Deputy Speaker, Sir. view
