  • 12 Nov 2008 in National Assembly: Just to clarify one issue, it has just been pointed to me that, indeed, when Mr. Mututho gave notice, the Speaker did make a ruling on it. He denied Mr. Mututho the opportunity on the basis that there exists a Committee of this House that deals substantively with the issue. So, there is a decision of the Speaker when Mr. Mututho gave notice. That has been brought to my notice by the Office of the Clerk of the National Assembly. Mr. Omingo! view

I believe that the President- elect of the USA, having a researcher from Illinois coming to Kenya, will be interested. So, could the Assistant Minister consider approaching the Ministry of Foreign Affairs to see whether they can make contact with the President-elect of the USA to see whether we can get some kind of compensation? view

Today, he has said that they have a policy of affirmative action where you give priority to applicants from a particular district. Now, given that we do not have MTCs in every district, and given the fact that there are many new districts that are being created and do not have MTCs, would your Ministry consider setting MTCs in all the new districts so that the policy of affirmative action can benefit all the districts equally? view

  • 9 Oct 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister is talking about us waiting for a new law. Must we wait for a new law in order to appreciate that people are suffering at the hands of these animals? It is not just elephants in Mr. Kaino's district, but even in Central Imenti in Meru Central District, there is a perennial problem. When we complain that elephants have destroyed crops, the police officers say that they have no transport to send personnel to the area to chase away the elephants.
