  • 8 Oct 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I will take less than five minutes to give my friends an opportunity. This country has a history of forgetting those who sow, at the time of harvest. This is a legacy that we inherited at Independence. It has been said here that those who are sitting in authority over us today are the fourth beneficiaries of the struggle for Independence. The time has come for us to put right this historical wrongs that have been with us for the last 45 years. Madam Temporary Deputy Speaker, I feel sad when I hear people ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, just yesterday, the Prime Minister issued a Statement to support the Minister. In that Statement, he asked for two weeks because there were certain meetings that were taking place and certain decisions will be made that will have far- reaching implications on the concessionaire. Is the Assistant Minister satisfied that the RVR can undertake these repairs before 1st September, 2008, while knowing that the Prime Minister has assured this House that, by that time, the Government will have taken major decisions with regard to this concession? view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, given that this Ministry has been given the responsibility to protect the lives and property of Kenyans even in the absence of a lwa for compensation in the present legislative framework, could the Assistant Minister consider making some payment in the form of ex gratia payment to compensate these people who have suffered as a result of activities of these animals? Given that it is the failure of the Government to provide security that is causing the hippos to get out of the lake and kill human beings, could he consider giving compensation in order of ... view
  • 6 Aug 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Given that this Statement is very long and that, obviously, the Minister is likely to take at least another 15 minutes, would I be in order to ask that he tables the Statement, because the hon. Member who sought it has a copy, so that we can make some headway? view
  • 5 Aug 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. view
  • 5 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I had the advantage of being in the Chair when this matter came up. The Question was fully answered. An allegation was made by Mrs. Shabesh that Alvaro does contain alcoholic content and she undertook to table the document. The question that arises out of that is not re-opening of the August 5, 2008 PARLIAMENTARY DEBATES 2305 Question but for the Minister to say whether or not he misled the House when he said it contains no alcohol. view
  • 5 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am aware that many promises were made not only to Muslims, but also to women, the youth and many others just before the elections. The intention was to deceive Kenyans so that they could vote for a particular candidate. Did this Committee have a time limit within which to make its presentation? view
  • 5 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, from the quotation you have given from that letter, is clear that the Minister is deliberately misleading this House. Under the circumstances, I invite you to invoke the provisions of Standing Order No.88(3) and have this Minister named. view
  • 5 Aug 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We appreciate that the intervention of the Prime Minister has given some light to this rather sad and complicated chapter. But is it in order for the Prime Minister to tell us that there are some matters that the Minister cannot reveal to this House when he addresses this House as a Minister in this Government? Is it in order for the Prime Minister to say that he has information which the Minister cannot reveal to the House? 2330 PARLIAMENTARY DEBATES August 5, 2008 view
  • 5 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security. There appears to be a terrorist on the loose in this country. Acknowledging that the month of August is a month we associate with 2334 PARLIAMENTARY DEBATES August 5, 2008 terrorist attacks in this country, could the Minister issue a Ministerial Statement, assuring Kenyans of their safety, and that, particularly, no Kenyans will be arrested and locked up on the basis of giving refuge to terrorists? Mr. Deputy Speaker, Sir, could he explain the circumstances under which so ... view
