There is no amendment. It was proposed as Section 45(b). There is a correction on the Order Paper, which I have indicated that the House should read it as Section 45(b). That is the Motion on the Floor. We will proceed with this Motion!

Mr. Deputy Speaker, Sir, the issue of the Ogiek community is a notorious fact. In fact, they have been in court on many occasions. Perhaps, the reason why the Assistant Minister is not aware is because he has not done any consultations with the office of the Attorney- General, which is representing the Government in these proceedings. In fact, the High Court of Kenya has ordered that they be resettled. Is it in order for the Assistant Minister to mislead the House that he is not aware when the matter is in court?

Mr. Temporary Deputy Speaker, Sir, I also rise to support this Motion. In doing so, I associate myself with the comment made by the Minister with regard to the admission that the RVR is dead. We should not be depending on it, expecting that it can perform any useful role in this country. That not withstanding, I wish to commend the Government of Japan for the manner in which they give money and the transparent procedures that are followed. One would wish that the other countries with which the Government deals and give money to this country would adopt the ...

Mr. Speaker, Sir, the number of questions that relate to lack of security in most parts of the country come up every time. There is always a Question and the Assistant Minister minimizes the risk by saying that these are isolated incidents. Could he confirm that these reduced figures he is talking about are as a result of lack of confidence in the people in the police force? People do not see the necessity of reporting to the police because no action is taken, and that is why these Questions are coming to the House every day during Question Time.

Mr. Speaker, Sir, this Question has come to this House several times. The last time it came here we were not satisfied and that is why the Chair ordered that the Question be answered again. Has Mr. Muthaura's letter been withdrawn, and if so when? If it has not been withdrawn, when will it be complied with?

On a point of order, Mr. Speaker, Sir. It is a matter of procedure in this House. Given that Mr. Muthaura cannot come to this House to explain, is it in order for an Assistant Minister to stand up and say that it is not his business to account to the House on the conduct of the Head of the Public Service? Is it in order for an Assistant Minister to say that it is not his business to explain to the House the circumstances under which this circular was issued, because the Mr. Mathaura cannot come to this House; ...

On a point of order, Mr. Deputy Speaker, Sir. Hon. Kilimo is a Member of the Government. Is it in order for her to ask what the Government policy is when she sits in that Government? Is she also in order to oppose the Government?

On a point of order, Mr. Speaker, Sir. On the same breadth, I also requested a Ministerial Statement regarding the conduct of the Government Spokesperson and we were promised that this would have been given last week. It was the same Prof. Ongeri who undertook to inform the relevant Minister. Could he let us know whether he gave this information and when we can expect that Ministerial Statement?

Mr. Speaker, Sir, indeed I had a request for a Ministerial Statement. While I appreciate the Statement that the Minister has given, it was provided by his own officers. Mr. Speaker, Sir, you notice that he has left out the role that the Ministry of Education may have played in causing these strikes, including the complete failure of the inspectorate system, and the alleged sale of secret mock exam papers by the Kenya National Examinations Council (KNEC). When this was discovered they were withdrawn, and it may have led to the students 1966 PARLIAMENTARY DEBATES July 22, 2008 going on ...

Thank you, Madam Temporary Deputy Speaker. I want to take this opportunity to thank the Minister because he is one the very few July 22, 2008 PARLIAMENTARY DEBATES 1987 Ministers who I can unreservedly support because he is a man of principle. I am extending this support today rather with great reservations because looking at this document and looking at the Meru Central, I see that the development allocation for that district is zero and yet, Eldoret North has Kshs52 million. We need some equity in the manner in which we allocate resources. This Minister is taking office at a ...
