In particular, I want to know whether Uhuru Highway Development Company (UHDC) Ltd and the Central Bank of Kenya (CBK) have sold or are in the process of selling the Grand Regency Hotel to a company known as Meridian April 23, 2008 PARLIAMENTARY DEBATES 621 Arab African Investment Company (MAAIC), and whether the Kenya Government has agreed to withdraw all civil and criminal cases revolving around one Kamlesh Pattni and his companies. On a point of order, Mr. Deputy Speaker, Sir. Are you satisfied that the Assistant Minister is correct in demanding that the hon. Member should take action, when we know that we have the Executive arm of the Government which is represented by the Ministries at the district level, which are supposed to ensure that these things are done, and not the Members of Parliament? Is he in order to suggest that the hon. Member should go and collect this money?

Mr. Speaker, Sir, indeed, today is a historic occasion. We are, today, cutting the Mugumo tree. We are cutting it when His Excellency the President is sitting in this House so that he can witness that, finally, Kenyans are making giant steps towards establishing a democratic nation where the will of the people prevails. These are the first steps towards transferring power from an imperial presidency to a parliamentary system where the people govern themselves.
