I had noticed the late circulation of the amendments and the constitutional significance of those amendments. So, it is a matter that has come to the Chair’s attention particularly with regard to provisions of the Standing Orders not allowing any Bills that may, on the face of the record, be unconstitutional, to come to the House for debate.
