We have not reached there yet. Hon. Koech is saying theirs was a Committee’s decision and they felt that it is not a matter that requires intervention at the level of the Executive and that the Cabinet Secretary would be sufficient. We have not reached there, but I wanted to know whether there is middle ground so that we know what we are amending and what we are not amending after hearing what the Minister has to say. I have not called out for proposals yet, but have you not heard? What is your comment on those views?

Before I call hon. Koech, have you agreed on how to proceed? Hon. Koech, you are the Chair of the Committee. The Minister agrees with you. Hon. Wambugu, do you still feel that we should proceed to vote on that amendment, where you only want to introduce intervention at the level of the President rather than the Education Secretary? It is up to you really, if you wish to insist on it.
