Indeed, that is can only be correct, Millie, because if you are to limit it to bus parks, bars and markets somebody may come and put it somewhere which is undesirable and say it is not a bus park, bar or market. I am sure senior counsel Mutula Kilonzo will explain to you the problems you will have in law if you dealt with it at the statutory level and not leaving at the rules. I think the Minister has a valid point there but it is up to you, Millie.
