Gladys grew up in a political family. Her father the late John Nyasuna, was a councillor and chairperson of Kisumu County Council. Gladys emulated him and developed interest in politics at an early age. In 2003, when at Kenyatta University she became the first female to be elected as the Secretary General of the Student’s Union. After University she remained active in politics and engaged in ODM party politics while still working in LVCT Health. In her term of service, she seeks empowerment of women and youth and education for the girl child. In parliament, Gladys spearheaded the formation of the Information and Public Communication committee.

Speaker, you guided us accordingly on the Floor of this House yesterday that, as a House, we make recommendations then it falls upon the appointing authority to take whatever action they require based on the recommendations of this Parliament. That is exactly what I have done. I have made a recommendation for action to be taken accordingly by the appointing authority, who is the President of the Republic of Kenya.

Thank you, Hon. Speaker. I support the Motion for approval of the nomination of Dr. Francis Otieno Owino as the PS for the State Department of Youth. We had an opportunity, as a Committee, to vet Dr. Francis Owino. He really exemplified deep knowledge in public service and a resolve to change things. We explored with him what he thought around addressing youth unemployment with policy and making sure that the Youth Fund reaches every corner of this country. will realise that the commissioners we are replacing had one gentleman and four women commissioners. That issue was not raised previously. So, we were taking on the progressive approach.
