  • 18 Apr 2018 in National Assembly: On a point of order, Hon. Deputy Speaker. This regards the relatedness of what Hon. Museo has brought to the Counsellors, Psychologists and Psychotherapists Bill brought in the last Parliament by Hon. Wamunyinyi. I can remember it very well because this reminds me of the late Hon. Nyenze. I have seen Hon. Edith Nyenze and I congratulate her. The reason why I vividly remember it is because the late Hon. Nyenze while making his contribution thought we were talking about physiotherapists and he said, you know these psychotherapists stretch your legs and arms. view
  • 18 Apr 2018 in National Assembly: When it comes to training of cadres and how a specific health cadre is regulated this is very different from implementing the issues which Hon. Museo has raised. The Counsellors, The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 18 Apr 2018 in National Assembly: Psychologists and Psychotherapists Bill regulate them and how they operate just like the Engineers Registration Act regulates engineers and how they operate. So, we are talking on how to have counsellors in our communities to help us resolve the issues at hand. I do not see how having this Bill will impede us from debating this very important matter. Whether this amends that law or becomes an Act on its own is a matter for the Mover to pursue. view
  • 18 Apr 2018 in National Assembly: I agree with you that this matter is on a path of its own. It will better the Bill we already have by making a difference in people’s lives. Our constituents have turned us into counsellors because the community systems have broken. You can find a man and his wife who are about 60 years old coming to your home to tell you about their marital problems and many Members here are very young. You do not know how to start counselling them or whether to go for counselling classes so that you can operate. The fabric is torn and ... view
  • 18 Apr 2018 in National Assembly: Thank you, Hon. Deputy Speaker. view
  • 29 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to contribute to this very important Bill. I like to note that one of the key discussions at the Commission on the Status of Women Conference that we attended in New York just last week was reviewing the role of ICT in women’s participation in politics. There was a big debate around how we protect our cyber space. Rwanda and South Africa both raised key issues around this. This Bill became a subject of discussion because we did say that Kenya was in the process of putting together a Bill that ... view
  • 29 Mar 2018 in National Assembly: cyber space must understand this. I am very pleased that this Bill deals with access of a computer system with intent to facilitate a criminal offence as an offence and criminalises this. The term “open the server” has become a cliché since we had elections and we do know that there was unauthorised disclosure of passwords, as my colleague has said in her contribution. We do know that this really created problems. I am happy that this can now be dealt with. It is also important that this Bill deals with publishing false and fictitious data. Right now the biggest ... view
  • 29 Mar 2018 in National Assembly: Hon. Temporary Deputy Speaker, I really regret to interrupt Hon. Oyoo who is like my father. He even gave me the car that drove me at my wedding. I would like him to confirm this incident. We were told that when he was on top of his car, he said that he would rather be found in his Brioni suit rather than be found without it. That is why he was on top of the car wearing the Brioni coat, despite the fact that he would be heavier and sink faster. As a Luo man, he would rather be found ... view
  • 28 Mar 2018 in National Assembly: Thank you, Hon. Speaker. I had submitted an amendment yesterday. I am surprised that, that amendment has not appeared anywhere for debate. view
  • 28 Mar 2018 in National Assembly: I can attest to your efficiency in processing amendments here. So, I am very surprised that my amendment, which I submitted to the Clerks-at-the-Table has not appeared anywhere. I am very shocked given your efficiency, Hon. Speaker. That I can attest to. view
