Gladys grew up in a political family. Her father the late John Nyasuna, was a councillor and chairperson of Kisumu County Council. Gladys emulated him and developed interest in politics at an early age. In 2003, when at Kenyatta University she became the first female to be elected as the Secretary General of the Student’s Union. After University she remained active in politics and engaged in ODM party politics while still working in LVCT Health. In her term of service, she seeks empowerment of women and youth and education for the girl child. In parliament, Gladys spearheaded the formation of the Information and Public Communication committee.

Thank you, Hon. Temporary Deputy Speaker. Let me first thank Hon. Jakoyo Midiwo for bringing this very important Motion for Adjournment. Homa Bay County, which I represent in this National Assembly, borders Migori Country on which Migingo falls. In fact, at the end of Homa Bay County are the islands of Remba and Ringiti, which are very near Migingo. Migingo presents very serious questions of international law, citizenship and regional integration.

Quite a bit of this matter has been discussed in this Parliament and outside. Migingo is in Kenya and has Kenyan citizens on it. It has Kenyan Luo living on it. Some very serious questions arise. What we want to ask the Government of Kenya is whether the Kenyan Luos on Migingo Island are Kenyans? Can they be counted as Kenyans or are they Kenyan refugees in Uganda? These are questions that need to be answered. Are these Kenyans entitled to rights under the Kenyan Constitution? Are they entitled to be registered as Kenyans and voters? Somebody needs to tell ...

Why is the Kenyan Government tight lipped, saying nothing, doing nothing and hearing nothing on this matter of Migingo? Yet, on a slight matter such as withdrawing a firearm from Governor Joho, the Cabinet Secretary, Maj-Gen. Nkaissery, can call a whole Press conference on a single matter such as that. Kenyans continue to be harassed, killed, maimed, beaten and business opportunities taken away from them. It is a very serious matter. Our fishermen come from Rusinga, Mfangano, Ringiti and Remba. First of all, huge fines and penalties are imposed on them for mistakes that sometimes they do not even know ...

Thank you, Hon. Speaker, I beg to give notice of the following Motion:- THAT, aware that cancer is a leading cause of death globally, with more than 70 per cent of all cancer deaths occurring in developing countries; further aware that in Kenya, the disease ranks third among the main causes of death after infections and cardio-vascular diseases and accounts for up to 18,000 deaths annually, with over 82,000 new cases reported annually; noting that over one- third of cancer patients experience clinical anxiety and depression and thus, profoundly affecting the families psychologically and economically; cognisant of the fact that ...

Thank you, Hon. Temporary Deputy Speaker. As I stand to contribute to this Report on the crisis facing the sugar industry, allow me to take great exception to the attempt by Hon. Washiali to ethnicise a very important and national industry in this country. It was very unfortunate that Hon. Washiali attempted to ethnicise the issue and feel that sugar is dearer to one community than other communities in this country. Sugar is very dear to me and other Members of this House. My father met my mother in a sugar-cane plantation while driving a tractor. That is how important ...

However, making a political attempt to ethnicise sugar is unfortunate. I wanted to make that statement and let the people of Mumias East know that Hon. Washiali’s amendment has been thrown out, not because one ethnic community is fighting another, but because he did not follow the technical procedures as have been provided for in the Standing Orders of this House. Even as he seeks bonga points from Mumias East Constituency, the constituents must be aware that he was in the Departmental Committee on Agriculture, Livestock and Cooperatives and he had the opportunity to write a dissenting report and present ...

I want to speak specifically to the recommendation by the Committee that the Government must look at sugar just as seriously as it looks at other industries in this country such as dairy, coffee and tea. The Report has recommended tax waivers on farm inputs and implements, as far as the sugar industry is concerned. This is what we want to support. This Report must be looked at as holistically as the Departmental Committee on Agriculture, Livestock and Cooperatives has done. I thank you for your ruling. This amendment was attempting to reduce the whole crisis in the sugar industry ...
