Gladys Wanga

Gladys grew up in a political family. Her father the late John Nyasuna, was a councillor and chairperson of Kisumu County Council. Gladys emulated him and developed interest in politics at an early age. In 2003, when at Kenyatta University she became the first female to be elected as the Secretary General of the Student’s Union. After University she remained active in politics and engaged in ODM party politics while still working in LVCT Health. In her term of service, she seeks empowerment of women and youth and education for the girl child. In parliament, Gladys spearheaded the formation of the Information and Public Communication committee.

But my question which you can guide on is, is Judiciary being a separate and independent arm? I know that the Constitution does provide timelines for the Supreme Court to reach certain decisions. They should also take responsibility for the work they do. This is because if they go and accept substandard goods, then the accounting officer will administratively take serious disciplinary action against them. view

Temporary Deputy Chairman, I am sorry that the Member for Rarieda has withdrawn this amendment and has had to now withdraw very important definitions within this law. I just wanted to note that. It was very important to define “domestic sub-contractor” and “nominated sub-contractor” and how they operate within the context of procurement because it creates a very big problem within the procurement law.   • 28 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, I support the amendment. I wish we could reduce it to five years. The reason is that the difference between 10 and seven is very small. The logic behind this is that young people should be taken care of in public appointments. It would make even more sense to have it at five years. I support the spirit. view

This is so that whoever commits an offence in another country cannot come to Kenya and participate in procurement process. The law, as it is now, can be drafted in a way that can be argued either way. I also want to thank Hon. Gumbo for inserting the words “or her” in the clause. This is because sometimes procurement proceeds to conclusion only for the user department to say that what has been procured is not what they wanted in the first place. Having two other departments is also important because we would not want the membership of the committee to be predictable.
