Thank you, Hon. Speaker, for giving me this chance to make a few comments on the State of the Nation Address by His Excellency the President. on the Fight against Corruption.’ Even as the President spoke about no turning back on the war against corruption, he must be aware that corruption will definitely fight back and we have seen that corruption is fighting back actively on his war against corruption. We have seen the attacks on the DCI. There are people who are saying that DCI does not have a role in investigating economic crimes such as corruption. He must be aware that corruption will fight back as we see people fighting the DPP. Corruption will fight back. When the church said that they do not ...

. Even as we move forward, we must give full support for economic growth and economic development to happen. I am happy that we are paying more attention to education, because even as we implemented the 100 per cent transition, the infrastructure to accommodate the 100 per cent transition is not in our schools. So, we must allocate more money for infrastructure within our schools so that we can effectively transition our students for purposes of their secondary school education. Thank you, Hon. Speaker.

Hon. Speaker, Hon. Ndindi Nyoro on the Floor of this House is backtracking on things he said were the contents of his Bill. We are not going to be taken to be children here. He is backtracking on it because of the kind of heat the Bill has received. When he was talking about the contents of the Bill at a meeting, he said that one of the things his Bill intends to do is to clip the wings of the DCI. I will not take back what I said in church in Gatanga, Murang’a County. I said that if ...

Hon. Raila, who is a brilliant engineer, cannot be made a subject of ridicule on the Floor of this House by a mere Ndindi Nyoro or Kimani Ichung’wah. Baba will not be made a source of ridicule on the Floor of this House by people whose intention is really to clip the wings of the DCI.

I want to take exception with Hon. Ichungw’ah for saying that Hon. Maina Kamanda has no ability to understand Bills. This is a Member of Parliament who has been here year after year. It cannot be said of him that he cannot understand Bills by the mere fact that Ichungw’ah thinks that he went to Alliance Boys High School. You do not have to go to Alliance High School. You can go to any other school and still be wise; old and wise. Old is gold. We will not be taken round in circles. Wings of the DCI will not ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion on the nomination of Hilary Nzioki Mutyambai as the IG of Police. The 15th of January 2019 was a very dark day for this country when terrorists attacked the DusitD2 Hotel. That is the day Kenyans were awash on social media appreciating the work that our police officers do because lives of very many Kenyans were in the hands of these individuals who protect us on a day-to-day basis, but whom very many times we take for granted. So, I want to start by saying that the day ...

Hon. Temporary Deputy Speaker, he turned out to do a very good job in terms of advancing reforms within the police. He has been very accessible. One could reach him and discuss with him whatever issues one was facing within one’s constituency and get them resolved. So, as Mr. Mutyambai comes in, he has a challenge. He needs to surpass the point which the former Inspector General, Mr. Boinnet, had got to. The electronic version of the Official Hansard Report is for information purposes only. In the new Constitution, we changed from “police force” to “police service.” So, we do not want the police to terrorise citizens; rather they should support them. They should be people you can run to for help. There is this whole issue of roadblocks and Probox and Sienta vehicles; and motorbikes owned by young people who are only trying to make a living. They cannot make a living because they are harassed. For example, between Kendu Bay in Homa Bay County, or Kosele and Oyugis, there are so many roadblocks. One wonders why. They stop motorbikes, chase Probox and Sienta ...
