transfers. That also needs to be taken care of, so that we can improve on the existing laws and working conditions of the healthcare staff. That then can make legislations, which will improve the healthcare system in this country. Thank you, Mr. Temporary Speaker, Sir. On the same Standing Order 48 (3) (b) where Statements are committed to the relevant Standing Committees, I requested for a Statement concerning community land registration from the Chairman of the Committee on Land, Environment and Natural resources. This could be the third month and I have not received any communication. There is either laxity on our part to make follow-up or as Sen. Cherargei said, CSs are not taking the business of this House that is referred to them seriously. We need to have a clear pronouncement from the Speaker on this matter ...

Madam Deputy Speaker, I would like to support this Statement sought by the two hon. Members. The issue of the training of the teachers as part of their professional development, in any profession with new changing systems, we need to have continuous training. As an employer, the TSC needs to have known that it is part of its own service delivery to make sure that its staff are competent. They need to contribute to it. university. I do not know what they are doing in taking teachers back to the universities, while they do not intend to continue with that training. I would like to urge that when the Cabinet Secretary comes, the TSC should also be there, and this issue needs to be addressed.

Thank you, Mr. Temporary Speaker, Sir. These regulations and the Report have been very clearly submitted in this House as required by law. The Equalisation Fund has been something which we have been expecting to improve the living conditions of people in the marginalised areas. It is clear in law that in our Constitution, we set out to provide 0.5 per cent of our budget of all the revenues collected by the national Government in each year. However, has that been followed?
